Health Insurance
It should be no surprise that the most common question I get asked concerns the health insurance provisions of the new Guidelines. 90% of the time the question is "Hey Wilson, when I put in cost of health insurance, it doesn't show up on my Form 1!" When you see $0 as cost of health insurance on the Form, it is because the support amount is falling within the shaded area of the Guidelines. Somebody is "low income."
Look at the grid shown in the Guidelines at Rule 9.14(2) - Line F. "If basic support obligation falls within the shaded area of the schedule, enter $-0- for each parent on this line."
Primary Care and Shared Custody and Split
When it's easy, anybody can do it. That's why you are a professional. Whether you are a judge or an attorney or a legal assistant, you must take the time to work out a solution that is fair and equitable. Under the new Guidelines, Iowa Support Master cannot possibly sort out every possible scenario and provide a result. Even the Guidelines do not address how support should be calculated when you have a case of three children, mom and dad will share custody of two of the kids and mom will have primary care of one.
We can do primary care. We can do shared care. We can even do split custody. So how can we calculate when the parties have split, shared and primary? Come to the ISBA Family Law Seminar in October and I will do my best to give you the results of our (Alft & Wilson) research on these issues.

Tidbits
Cash Medical
If the custodial parent has the children covered under Title XIX, you can expect that if the NCP pays cash medical, this money will be assigned to the state. Why not check with an insurance carrier to see if you can cover the kids for less.
